People living in pastoral areas have a limited access in to the human health, and education services, pastoral areas have very poor communications also lack the basic services in addition, the pastoral communities livelihoods are harshly endangered by livestock illness, drought and adverse conditions of trade (PICP, 2002). Shinile Zone is located south eastern part of the Ethiopian countryamd one of the nine governmental zones of Somali Regional State. It occurs the northern part Somali of the Region, it borders with Somalia (Somaliland) on the southern, Djiboutiin the north eastern , Oromia and Dire dawa on the south Jijiga Zone on the southeast, and Afar Region on the west. The population of the zones livelihoods are mainly depends on livestock and livestock’s product. There is also a important quantity of trade activity and there is also a little amount of crop production in the southern part – n livestock and imported goods The Pastoral population of the zone covers the largest area in shinile zone , which is the total population of zone is around 85% . In shinile district pastoral community is about 90% of the population; The rest of the population are mostly occupied in Agro pastoralism. while a small minority (less than 5%) are involved in business activities in town or commercial centres. Pastoralists in Shinile district were affected constantly by recurrent drought for last two decades. These recurrent droughts pose a severe challenge on livestock rearing activities: the main livelihood of the pastoral communities was depending on the livestock and livestock products. The droughts caused the decrease of livestock and live death which in turn negatively affected the incomes from the livestock. As a result, pastoral mens were not fulfill their role as a household provider from livestock rearing, whereas the pastoralist women cover most of the activities the to accomplish both role men and women to generate the income of the household and also giving food and family needs . lthough, women are the back bone of family involvement In income generating activities in arrange to make extra revenue for the household, it is not well defined what is the degree of the women participation in such income earning activity affects the role of women and responsibilities in the pastoralist livelihood system. Nursing Philosophy Essay Introduction Philosophy originates with the Greek word philosophia, which translates as the love of wisdom. Philosophers are engaged in inquiry concerning the search for truth, the nature of universe and the meaning of human experience. Welch Polifroni(1999). The aim of this paper is to compare and contrast the philosophical paradigms of Realism, Antirealism, Phenomenology , Postmodernism. To relate the Empiricism, Positivism, Historicism, and Relativism to the nature of scientific truth. Moreover, to discuss the significance of truth for nursing as a profession and as a science. The various paradigms are characterized by ontological, epistemological and methodological differences in their approaches to conceptualizing and conducting research, and in their contribution towards disciplinary knowledge construction. Weaver, and Olson. (2006). Table 1 illustrate theses differences between these philosophical paradigms. Realism and Antirealism Realism has an ontology which states that the structures creating the world cannot be directly observed. Its epistemology is that appearances do not necessarily reveal the mechanisms which cause these appearances, and its methodology therefore  involves the construction of theories which can account for these appearances. Wainwright,S. ( 1997). Realism, in the Aristotelian, holds that things and individuals have existence independent of human thought and that this extra-mental world is intelligible and forms a basis for evaluating propositions about the world. In contrast, realism recovers the ontological depth between the three stratified domains and thereby establishes relations of natural necessity rather than the relations of logical necessity  (universality). It is not possible in positivism to deal with subjective aspects of person, nor with perceived relational processes, nor with explanations without translating them into physiological states or behaviors. One of the most serious consequences of an antilrealist construction of theories is that theories cannot explain. One of the major distinction  between scientific realism and antirealism is the way in which theoretical entities are understood. In the language of scientific realism the term theoretical entities usually means unobservable entities, states, or processes. These theories gave different interpretations for truth, for instance, correspondence theory suggests that truth is related to and correspond with reality, the truth is achieved through perceptions of the world, on the other hand for coherence theory, the truth is true if it is coherent while for the pragmatic theory the  truth is relative and related to the practicality and workableness of a solution. According to Newman, Sime and Corcoran-Perry(1991):’’ Nursing is the study of caring in the human health experience†¦nursing body of knowledge includes caring and human health experience. These positions reject ontological and/or  epistemological realism, and therefore truth cannot be related to an external reality . Lomborg and Kirkevold (2003). However, Gortner and Schumacher (1992 )stated that ‘’ Nursing scholars can explore scientific realism for the insights it may provide for nursing science â€Å". Its epistemology requires that this experience is verified through the  deductive methodology of the `scientific method Wainwright,S. ( 1997). The positivistic philosophy of science will for example argue that scientific knowledge is objective and should be verified accordingly. Nyatanga(2005). The Relevance of Positivism to Nursing : It the positivist antirealism that make their views inappropriate for nursing science. It is not possible in positivism to deal with subjective aspects of person, nor with perceived relational processes, nor with explanations without translating them into physiological states or behaviors. One of the most serious consequences of an antilrealist  construction of theories is that theories cannot explain. Gortner, and Schumacher, (1992). EMPIRICISM Empiricism in its classical sense was a philosophical doctrine that considered observation to be the foundation of knowledge. Gortner and Schumacher(1992). Contemporary empiricism is a paradigm that has the ability to facilitate the application of the scientific facts learned from empirical methods within the appropriate context by taking interpretative knowledge into account†¦ It thus seems apparent that a broader view of scientific knowledge is required, and this is where contemporary views of 7  Philosophy course –First Assignment empiricism are more applicable to the practice of nursing. However, before reviewing the basic tenets of contemporary empiricism, there is a need to provide an overview of interpretive methods and their ability to provide a context or structure for the use of empirical knowledge. Pluralism supports the assumption of contemporary empiricism that human responses can be identified, measured and understood even considering their complex nature. Therefore, an important part of nursing knowledge acquisition includes a synthesis of the data in order to better understand the  synergistic effects of the whole, which cannot be learned simply by studying its parts. Traditional empiricism provides a basis for the study of certain types of knowledge that have made important contributions to the science of nursing. Giuliano,K. ( 2003) The strength of contemporary empiricism is that it values traditional empirical knowledge but takes interpretive knowledge into account in order to provide a context for the appropriate application of that knowledge. The pluralistic nature of contemporary empiricism gives it the ability to bridge the gap between the facts of scientific  knowledge and the use of scientific knowledge in order to facilitate the application of all types of nursing knowledge. He was dismayed to find that traditional accounts of the philosophy of science bore no comparison with historical 8 Philosophy course –First Assignment evidence. He then set out to establish a theory of the philosophy of science in keeping with historical evidence as he saw it (hence the term historicism). Nyatanga (2005). Relativism Epistemological relativism view of truth and falsity in general are relative. An epistemological relativist denies that anything at all can be known with certainty. According to hard core epistemological relativism, everything is a matter of opinion, including science. In this view of truth, nursing science has much knowledge that is derived from opinion and personal experience and consequently it is relative knowledge. Summary The importance and significance of the philosophical world views of realism, antirealism, phenomenology , postmodernism, positivism, empiricism, relativism and historicism for nursing science and profession were explored in this paper. China is a geographical region in East Asia. It holds over one-fifth of the world’s population. Most of it is now known as the People’s Republic of China, but the name of the region refers to one of the world’s longest standing civilizations, which dates back almost 5,000 years. Because the length of China’s history, it has been characterized by repeated overthrowings and reestablishments of the government, and many civil wars. China was governed as an empire until 1912, when the Republic Of China, or the ROC, was established under Sun Yat-sen. China was the world’s technological leader for centuries, credited with the invention of paper, rockets, and other things. However, by the 19th and 20th centuries, China was losing political and economical power. Japan and the Western Powers were gaining influence, which eventually led to the evolution of the PRC, or the Peoples Republic of China. China has the world’s fastest growing economy, but it’s an unstable state underneath. It has the biggest rich/poor urban/rural divide, which means that the farmers are poor, and the people who have city jobs are rich. China is also hugely overpopulated, so as a population control method families can have only one child. Because of traditional honor, everybody wants male children instead of female ones so that they can carry on the family name. This has led to an imbalance between genders in China, so the government has established a program to compensate families for having female children. China has been working to reform its economy from a centrally planned economy to a market oriented economy. A centrally planned economy is where decisions about production, consumption, and allocation of goods is managed by a central power. This basically means that the government has complete control over what’s made, where it goes, how it’s made, and how it’s used.

5 cambios de RAISE Act para sacar la green card

El à ºltimo intento para llevar a cabo una reforma migratoria en Estados Unidos es la propuesta de ley conocida como RAISE Act, presentada en el Senado por los senadores Tom Cotton de Arkansas y David Perdue de Georgia. RAISE significa Reforma de la Inmigracià ³n a Estados Unidos para el Fortalecimiento del Empleo  (Reforming American Immigration for Strong Employment en inglà ©s). El RAISE Act fue presentado pà ºblicamente en la Casa Blanca, demostrando asà ­ que cuenta con el apoyo del Presidente Donald Trump. Esta propuesta, en el remoto caso de ser aprobada y convertirse en ley, cortarà ­a el nà ºmero de inmigrantes que se permite que ingresen a los Estados Unidos anualmente aproximadamente a la mitad.   En otras palabras, se pasarà ­a de aproximadamente un millà ³n de migrantes legales que obtienen la tarjeta de residencia cada  aà ±o fiscal  a unos 500.000.   Ademà ¡s, los cambios que se contemplan son numerosos, destacando los que afectan la emigracià ³n por razones familiares, de trabajo, inversià ³n, asilo y loterà ­a de la diversidad. Emigracin por vnculos familiares En la actualidad, 3 de cada 4 inmigrantes se convierten en residentes permanentes legales por una peticià ³n familiar. Los cambios segà ºn RAISE Act serà ­an los siguientes: En primer lugar, los ciudadanos americanos  solo podrà ­an pedir a sus cà ³nyuges, hijos solteros menores de edad y padres. Respecto a estos à ºltimos, la residencia serà ­a temporal y los ciudadanos patrocinadores deben asegurarse de que sus patrocinados tengan seguro mà ©dico y de que nunca se conviertan en una carga pà ºblica. Con el nuevo sistema, los ciudadanos no podrà ­an pedir a sus hermanos, hijos casados de cualquier edad o hijos mayores de edad. En segundo lugar, los residentes permanentes legales solo podrà ­an pedir a sus cà ³nyuges e hijos solteros menores de edad. Es decir, con la nueva ley desaparecerà ­a la categorà ­a que permite solicitar la green card para los hijos mayores que permanecen solteros. En tercer lugar, un cambio importante afectarà ­a la edad de algunos migrantes, ya que con la nueva ley el tà ©rmino menor, o child en inglà ©s, aplicado a los hijos pasarà ­a a significar soltero que es menor de 18 aà ±os. En la legislacià ³n actual se considera menor de edad para  efectos de estas peticiones a los menores de 21 aà ±os que son solteros. Por à ºltimo, se mantendrà ­a la posibilidad de solicitar a cà ³nyuges en el caso de parejas homosexuales. Es decir, las leyes migratorias de Estados Unidos reconocen y seguirà ­an reconociendo la validez de los matrimonios entre un hombre y una mujer y tambià ©n los de dos personas del mismo sexo. Emigracin por trabajo El cupo de migrantes admitidos anualmente bajo esta categorà ­a se mantendrà ­a igual: 140.000, nà ºmero que incluye tanto al trabajador patrocinado como a su familia inmediata. Sin embargo, habrà ­a un gran cambio en la forma de ingresar, ya que RAISE Act contempla un sistema de puntos que en la actualidad no existe, en el cual se valorarà ­an y puntuarà ­an: Tener una oferta de empleo bien pagada (13 puntos, que varà ­an en funcià ³n del salario)Conocimiento  del idioma inglà ©s (mà ¡ximo de 12 puntos)Edad (mà ¡ximo de 10 puntos, siendo la puntuacià ³n mà ¡xima los 25 aà ±os)Estudios (mà ¡ximo 13 puntos, valorà ¡ndose mà ¡s las licenciaturas sacadas en Estados Unidos y los estudios superiores en ciencias, ingenierà ­a, matemà ¡ticas o tecnologà ­a, lo que en inglà ©s se conoce como STEM).Inversià ³n de $1.35 millones (12 puntos)Logro extraordinario, como por ejemplo Premio Nobel o atleta olà ­mpico (mà ¡ximo de 25 puntos)Haber tenido una peticià ³n de green card pendiente en una de las categorà ­as que ahora se eliminan (mà ¡ximo de 2 puntos). Cada aà ±o fiscal, los candidatos podrà ­an presentarse y obtendrà ­an la green card quienes tengan mayor puntuacià ³n segà ºn el cupo. Los rechazados podrà ­an presentarse en los aà ±os sucesivos. Eliminacin de categora de green card a cambio de inversin Segà ºn la legislacià ³n actual, es posible  comprar la green card para inversionistas  con un monto mà ­nimo de medio millà ³n de dà ³lares de inversià ³n. Con el RAISE Act, el mà ­nimo serà ­a de $1.35 millones y pasarà ­a a ser una forma mà ¡s de obtener puntos para sacar la green card dentro de la categorà ­a de trabajo. Emigracin por cuestiones humanitarias El RAISE Act limitarà ­a por ley a un mà ¡ximo de 50.000 personas por aà ±o fiscal el nà ºmero de refugiados que pueden ingresar a los Estados Unidos bajo esa categorà ­a, limitando asà ­ el poder del presidente para modificar esa cifra, tal y como se hace ahora, en base a crisis humanitarias o a la polà ­tica exterior del paà ­s. Emigracin por la lotera de visas En la actualidad, cada aà ±o fiscal se sortean 50.000 tarjetas de residencia permanente bajo el programa de la loterà ­a de visas de la diversidad. El ganador puede emigrar legalmente a los Estados Unidos junto con su cà ³nyuge e hijos solteros menores de edad. El RAISE  Act pondrà ­a fin a esta posibilidad gratuita en la que participan cada aà ±o unos 15 millones de personas de todos los paà ­ses autorizados (los ciudadanos de los paà ­ses con altas tasas de emigracià ³n hacia los Estados Unidos està ¡n excluidos). Por qu es importante estar informados sobre el RAISE Act? En la actualidad es muy poco probable que este proyecto se convierta en ley porque no tiene los votos necesarios para ser aprobado en el Senado primero y luego en la Cà ¡mara de Representantes. Sin embargo, es importante conocerlo porque muestra muy claramente cuà ¡les son las directrices que favorecen un buen nà ºmero de legisladores republicanos en materia migratoria. Y, por supuesto tambià ©n sus votantes y el presidente. Tambià ©n es recomendable estar informado para evitar ser và ­ctima de fraude migratorio. Cada vez que se habla de un posible cambio en las leyes hay personas inescrupulosas que venden lo que en realidad no existe con el à ºnico fin de ganar dinero explotando el miedo y la angustia de los migrantes.
